Hmmmm....: Speak to your pediatrician first, but i would avoid repellants at that age if possible. It would be better to wear appropriate clothing and avoid twilight activities outdoors etc. Rather than slather on the "off".

Agree though: Keep baby safe but you can use deet 30% & below if follow safely rules. Children may wear clothing with long pants & long sleeves while outdoors. If high risk area, permethrins can be used sparingly on clothing and deet on exposed skin if hands, eyes and mouth are kept safe from deet since that age group would end up licking the deet! the cdc & american academy of pediatrics both endorse this plan.
