Depends: This depends on the case/situation/issue. Generally, if a pediatrician (or any general practitioner) feels a case is beyond his/her skill set, they will refer you to a specialist.

Team effort : Specialists and primary care doctors are supposed to work together for the patient's best interest. They should both be on the same page for their mutual patients.
