If count is too low: Simply speaking, red blood cells carry oxygen to the tissues. When your RBC count is below normal, you have anemia - normocytic normochromic is one type. Anytime the RBC count gets truly low - it becomes life-threatening because not enough oxygen gets to the tissues. How low it takes to become dangerous depends on your age, other medical issues, and other factors.
