Proportionate or dis: Short stature syndromes are divided into proportionate vs dysproportionate. The first are short but have normal legth of their limbs, the second are short but with very short limbs, they usually have a flat nasal root and also problems with their spine ( best example achonfroplastics- the character tyron from game of thrones).

Abnormal facies: The characteristics describe could be apart of any number of genetic syndromes or merely familial in origin. This kind of question could only be accurately answered given a medical and family history, growth charts, and photos. Anything else would be shots in the dark.
