Yes....: It is well documented that after vaccines patients have experienced extreme irritability, seizures, high fevers, and screaming for hours ...All of which are "brain side effects". In addition many parents have reported developmental regression after vaccines which is also a neurologic problem.

Rarely if ever: Before 1992 the DPT vaccine was well known for irritability, high fever & occasional fevers. The mmrv combo shot has been linked to high fever & occasional seizures in 1 yo's . That said, the newer dtap vaccine eliminated the side effects while improving the vaccine & physicians rarely give the mmrv to 1yo any more. The listed brain effects were temporary but led to realistic changes in use.
