Need to go to ER: If someone is having an asthma attack not relieved by their rescue inhaler (albuterol, proair, ventolin) they need immediate attention. They need to be seen by a physician. If they are in immediate distress 911 should absolutely be called.

Depends...: If someone is having acute difficulty breathing, regardless of the cause, you should call 911 and stay with the person until help arrives. If it is someone you know, and you know they have asthma, encourage them to use their inhaler while you are calling 911. Either way, best thing to do is call 911.
