Yes: Cold sores are usually caused by hsv-1 and genital herpes is usually caused by hsv-2. However, either virus can affect either location. If someone has an oral lesion caused by hsv-1 it can be transmitted by direct contact to the genitals of another person. Hsv-2 could be transferred from the genitals of an affected person to the mouth of a another through direct contact as well.
