Why does the norovirus sometimes cause people to have vomiting only or diarrhoea only, rather than both?

Norovirus: Symptoms caused by any infection can vary; not all expected symptoms are always present. Norovirus infection can cause dehydration very quickly if both vomiting and diarrhea occur together. Having one and not both can make treating the condition a little easier.
