White color & dry: Correctly used term balanitis refers to the glans penis, often an inflammed foreskin is incorrectly called balanitis. However the pathologican term of bxo can refer to either glans, foreskin or both. Can be suspected it if you see whitish, hardened patches on foreskin or glans. Microscopically there is fibrosis/scarring of deep layers of skin. Thought 2B identical to 'lichen sclerosis' in women.

Based on ...: Usually, a detailed hx and inspection on the penis should give a reasonable confirmative diagnosis for balanitis xerotica obliterans (bxo). See urologist timely for detail.
