7: To answer your question you need to go back and discuss with your mother the exact level of her cervical problems. There are only '7' cervical vertebrae. There is no # 8 & 9.

Depends: In general, the complication rates for most cervical spinal surgery is low and the mortality rate really low. But it would really depend on the exact surgery recommended and also any medical problems your mother might have as well. You should get this information from her surgeon.
