Falling baby: Your baby needs to be evaluated if there is a concern that it's coordination is impaired. Also, repeated falls with bumps to the head can build up to being inside of a baby's fragile brain.

Learning to walk?: If she is just beginning to walk and not yet running, she is developmentally normal. If however, she is already adept at both and she is falling and not attempting to protect herself or regressing, then her pediatrician should be alerted.
