Why are my toes on my cast foot cold?

Couple of things: You may have had swelling under the cast which will make the cast tight and cause decreased blood flow. You need to have it checked to make sure there is not a problem.

Call your doctor: While the toes can be cold from exposure, you should call you doctor and have the cast checked just in case it might be too tight.
