Depends on location: "torn" ligaments usually mean strained ligaments. A genuinely torn ligament, such as ones on the lateral ankle, might require surgery, however, most can be managed with bracing. "torn" tendons are similarly often misrepresented in place of "strained" tendons. A torn achilles tendon might require surgery in a younger patient, but in older patients may be treated with just casting.

Torn ligament/tendon: It depends on the location. Some tendon or ligament injuries heal with nonoperative treatment and time, some heal with splinting and therapy, some require surgery.
