Osteotomy: A fulkerson ostetomy involves cutting the tibial tuberosity, which in the site of attachment of the patellar tendon on the tibia (shin bone). The location of the tuberosity is then adjusted. It is typically performed for arthritis, and patellar instability. A lateral release is a procedure where the soft tissue to the outside of the knee cap is cut. Lr is not typically performed very often.
