Greasier = Better: I would recommend moisturizers such as aquaphor or cetaphil for children with eczema.

Use cream or ointmen: Lotions are not very effective moisturizers because they evaporate quickly. Creams or ointments are more effective for that purpose. Topical steroids are the most effective treatment for the itch and inflammation. Identification of the allergic triggers can sometimes be helpful as well.
