Yes: There is research to back-up the benefits of fish oil supplementation for mood abnormalities. Making it a rational choice to augment more mainstream treamtent of a mood disorder. The evidence for benefit and magnitude of benefit is not strong enough to use fish oil as your primary treatment, but there is enough to give it a try as an augmentation strategy.

Yes: There is research data linking low levels of epa and dha (in fish oil) to depression, violent behavior, suicide, and some learning disabilities. To make a difference with depression, you need to take enough fish oil consistently -- at least 1-2 grams per day of the epa part -- total fish oil would be at least 2-4 grams/day. http://www.drweil.com/drw/u/qaa400988/fish-oil-for-depression.html.
