You can't: That is why it is important you cook chicken thoroughly to kill any bacteria which may be present.

You cannot: Obviously you should not ingest obviously spoiled chicken. Otherwise the recommendation is to cook the chicken to an internal temperature of 160 degrees or over which will kill any salmonella. Otherwise you could only detect it by culture which takes several days even if it were practical.
