Yes: Perfectly safe to use eye drops on the ear but not the other way around.

Cheaper: Often ear drops cost way more than eye drops. Likely your insurance would not cover the cost of the ear drops so the doctor gave an eye drop. I like ear drops better as they are ph balanced a bit differently but it should be fine to use the eye drops in the ear.
