Usually, the underlying cause of an ear infection is the production of mucous and swelling in the throat from a respiratory virus that causes the ducts that drain your ears to be blocked, creating fluid buildup in the middle ear vulnerable to bacterial infection. What happens on one side can happen on the other though rarely at the exact same time. The timing with ofloxacin is likely coincidental.
