Edema: Not necessarily! check with your pcp and monitor your bp, heart status, meds, diet, lifestyle, etc...... Could be a condition known as lymphedema...

Bad valves: It could be due to bad or leaky valves in the veins of the legs that allows fluid to build up. If chronic it should be checked.
