No, it can't: Lap band surgery requires general anesthesia, because the patient needs to be completely relaxed. It's necessary for the anesthesiologist to insert a breathing tube and control the patient's breathing with a ventilator. Regional anesthesia (spinal, epidural, or nerve block) would not be able to produce adequate relaxation for the surgery. The patient would not be comfortable either.

No: Since the band is done laparoscopically you will need to go under general anesthesia.
