Yes: Facial plastic surgery is usually regarded as cosmetic, while any reconstruction is considered non-cosmetic. Reconstruction involves the restoration of abnormal tissue (cancer, trauma, congenital) back to normal. Cosmetic surgery involves the enhancement of tissue that is already "normal".

Slightly: Some facial plastic surgeons, like myself, do both reconstructive and cosmetic surgery of the face while others do only reconstructive or cosmetic surgery of the face.

Facial plastics: Facial reconstruction following trauma or tumor removal is performed to try to reconstruct the appearance to what is was prior to the trauma or tumor removal. Aesthetic facial plastic surgery is performed to improve the appearance of the patient in the absence of trauma or ablative surgery.
