Medico legal: An employer may require a urine drug test in order for you to get the job. This is quite appropriate. You can refuse- and it will then be very unlikely that you will land the job.

It's appropriate : Should be done routinely and at random for careers in which the public safety is a concern: i.e. Doctors, nurses, airline pilots, public transit drivers, etc.
