Absolutely, but...: Many exercises exist that target and isolate the lower abdominals: leg raises, reverse crunches, and planks are examples. However, to selectively define the muscles of your lower abdomen is usually not possible, without building an overall ecto/meso-morphic body type with a very low body fat percentage.
