Prescription vs non-: Prescription cosmetic meds, i.e. Hydroquinone bleach cream, are regulated by the fda just as any other medication. Most of the otc meds for acne etc..Were once prescription-meds, but now available w/o script because they are considered relatively safe to use. Cover-up make-ups are often not regulated by the fda--use at your own risks. Do your own research. Consult your doc. Good luck.
