Depends: We could get it on special approval from the CDC in the 80's for kids with cancer who might die if exposed/infected. The FDA held up approval of the vaccine for years until (in 1995) they found enough data to support the cost/benefit of approving and recommending the vaccine.When it came out it had the highest unit cost of routine vaccines.
