Yes: Low blood pressure can result in dizziness or can cause someone to pass out. It also may cause decreased kidney function and other organ dysfunction due to reduced blood flow. People may also feel fatigued and washed out due to hypotension.

YES or NO: Low blood pressure can cause dizziness, weakness, passing out spells. It mostly happens in patients who are taking medications on the other hand in a person who is 39 years old , low blood pressure may not mean much if one have no symptoms.
