Hypotension: This is a broad question. Can someone be hypotensive at birth? Yes. As an infant/toddler/child ? Yes. Hypotension has many causes including infection, blood loss, orthostatic hypotension - especially during pregnancy, etc. A BP of 95/60 is normal and others who would feel ill. If you would be more specific about the circumstances, there are narrower answer. Hypotension can be dangerous.

Yes: There are multiple causes of hypotension. Neonatal hypotension is usually due to infection, dehydration etc. Multiple other etiologies including hormone deficiency etc maybe be possible.

Confusing question: Of course, a baby can have or develop hypotension at birth. It would be part of a transient medical condition that would be treated and fixed. If your question is really whether a condition now, existed from birth it did not.
