Many possibilities: If you're worried about having too much t in a woman, go see your family doc to look for polycystic ovarian syndrome, cushing's, congenital adrenal hyperplasia, ovarian/adreanl tumors, and even some medications. Women can also get too much t from their male partners who take transdermal or topical t to treat their andropause. So make sure your partner's t dries long enough before you touch him!
