All activity is risk: All activity carries inherent risks. When you participate in an activity that you want to do for enjoyment then you assume those risks for yourself. When the activity is required as part of your job then OSHA steps in to provide regulations to ensure the worker is protected as best as possible from the risks inherent in that occupation.
