In a way: A sudden, severe stress or shock may cause fainting, which is momentary low blood pressure. Insufficient blood gets to the brain, leading to dizziness and loss of consciousness. Chronic, ongoing stress leads to the "flight or fight response" and generally higher blood pressure.
