Under a doctor's: order, you could give a one year old Benadryl (diphenhydramine) for certain allergic reactions. You should call your child's pediatrician to check for dosing and if it is indicated for your one year old's particular problem. Over-the-counter cold and cough medications are not recommended for one year olds, so if that's what you're wanting to use it for, I would not recommend it.
