Almost everyone: Most people who want to can be tested for infertility. Limiting factors are age, minimum 18; many clinics have a maximum age. We usually test after up to a year of trying in couples where the female partner is under 35, after 6 months if 35-39. In 40 + year olds it makes sense to test right away. Some couples don't get tested if insurance doesn't cover infertility tests; many plans do cover tests.
