Treatment/prevention: I believe you mean "penal system." i'm against mandatory testing, but routine voluntary screening allows infected inmates to be started on treatment and reduces further transmission. It's cost-effective, since it's cheaper to treat early infection than advanced disease, and cheaper to prevent new infections than to treat them after they occur.
