Not true except: Any woman who is actually pregnant will have a positive serum hCG test at nine weeks. Always (except in the case of a defective test.) If a woman at 9 weeks has a negative test 1) she is not pregnant, 2) she miscarried and didn't know it, 3) the test is defective. Sorry, but true. Good wishes.
