Possibly: But, it would not be the first thing I think of. Fractures of the tail bone would have to interrupt the nerve that goes to the bladder for it to be the cause. There are other causes of incontinence that should be explored to know what it is. Don't assume it is the fracture. Ask your doctor to do a thorough exam.
