See an opthamologist: For a definitive diagnosis you should see an opthamologist. The differential diagnosis of an irritated eye is large and encompasses everything from foreign bodies to allergies to infections to autoimmune processes. The finding of a visibile change around the iris also warrants evaluation by someone in person.

Emergency.: In view of potentially sight-threatening causes of these symptoms (such as foreign body or iritis) these symptoms are considered an emergency and warrant an immediate visit to ones Emergency Dept; even a few hours can make a difference in saving ones sight.
