Possibly.: It certainly seems like an allergic reaction to something her eyelids came into contact with. Any new cream, lotion, soap or make-up are among the usual suspects. I usually recommend a make-up holiday for a few days. If it doesn't clear up. or if the eyes themselves become affected, she should see a doctor.

Probably correct: Awakening with bilateral eye redness and itchiness is suggestive of contact or allergic conjunctivitis. Flush the eyes with warm water and they should get better. If there is pain or vision loss be sure to see a doctor.

If that's the case..: And the cosmetic she used was new, first, don't use it again. Second wash the area with very mild face cleanser like Cetaphil and then pat dry. Cool compresses should help settle the inflammation down. Avoid hot water, use lukewarm or cold. A dose of 25 mg of oral Benadryl (diphenhydramine) should help as well, and it will make her sleepy. If the redness or swelling worsens, or she has trouble breathing call EMS.
