Yes, likely: Non-allergic rhinitis is diagnosed typically by having negative allergy skin tests, but a nasal swab which shows inflammation (eosinophils). If you haven't had those tests, see an allergist. If you have, hopefully you were prescribed daily nasal steroids. If you take the nose spay daily (even on days you feel okay), then your nose will be less stuffed and your headache will go away.
