Many reasons: By definition, normal hair growth is an average of a large group of people. About half the popular will grow slower and half faster than average. Normal is within a certain range of normal (2 standard deviations). Anyone out side this range is abnormal for the population, but it may be normal for the individual. Some disease states can slow hair growth, so a good place to start is a check-up.
