Why can't pregnant women decide to not have a c-section?

Joint decision: It is the role of the obstetrician to explain to a woman the situation he/she anticipates at the time of delivery, which may be such that the safest route of delivery is a c/section. A reasonable physician and a reasonable woman should be able to agree on what is the best for the baby and the mother.
