Not the same thing: Female circumcision as practiced in some cultures involves the removal of the clitoris and labia minora. This is supposed to remove the risk of promiscuous sex. The equivalent procedure in a male would be removing equivalent structures, the penis and scrotum. The male procedure actually involves only removal of the extra skin that would cover the glans.
