Why aren't proto-oncogenes always oncogenic?

Environmental Causes: Proto-oncogenes are genetic coding that, given the proper environment and triggers, will begin coding to the abnormal proteins leading to cancer. Sometimes, even having proper oncogenes will not lead to a cancer. I cannot stress enough that cancer is a combination of nature (genes) and nurture (environment) with a slightly heavier weight on nurture.
