There aren't any: There is no data that any one form of tobacco is any safer than any other form. In theory, tobacco with the lowest nicotine content and the lowest amount of "tars" (the organic compounds that contribute to cancer and other problems) would be the safest, but those would also be the least addicting, so companies would have a hard time selling them. I know of no product that is safer than any other.
