Could be either: Itch can be due to an internal disease like cancer or hepatitis. But dry skin can also lead to itchy skin. I suggest seeing a doctor who can do a complete pruritus (itch) evaluation for you such as a dermatologist. In the mean time you can treat dry skin by a gentle skin care regimen: short lukewarm shower once a day with gentle soap (dove), pat dry skin and apply thick cream while skin is moist.

Kawasaki: A collection of dramatic events often picked up when high fevers last > 5days with no obvious source. Enlarged lymph nodes, red cracked lips & tongue, skin rash , swollen red hands & feet with later pealing, very high platelet counts. This is not contagious, cause is unknown, treatments in the acute & chronic stages can help.

Similar to lupus: Reticular erythematous mucinosis (rem) frequently appears after intense sun exposure, or hormonal stimuli such as oral contraceptives, menses, or pregnancy. It may be related to lupus erythematosus, although lupus tests are typically negative. It often responds to treatment with anti-malarial medications.

It is rare: Reticular erythematous mucinosis (rem) syndrome is a rare skin disease that predominantly affects the chest area of middle-aged women. The cause is unknown. However, exposure to sunlight may contribute to the condition. Treatment includes: little exposure to sun, antimalarial tablets, topical and/or oral corticosteroids, or even pulsed dye.
