Different: everyone ha different symptoms premenstrual and menstrual. Pelvic congestion is associated with feeling heavy and pressure in the pelvic area. The hormones like progesterone that are high premenstrual can cause heaviness in the legs and weakness. Everyone does differently. As long as it resolves with period, you are fine.
