What are the two steps for documenting chloral hydrate, valium and phenobarbital control drugs?

More than 2 steps: Perhaps a pharmacist can chime in, but i believe that there are multiple governing bodies that require documentation of dispensation of controlled substance, including the dea, state-level agencies (e.g. Hawaii has a narcotics enforcement division), state pharmacy boards, etc. Pharmacies may also have their own internal requirements. I doubt this can be distilled down to "two steps.".
