Dermatologist: Itchy rash persisting in the neck and genital areas suggests an allergic reaction to something coming into contact with these regions- possibly clothing, cosmetics, jewelry,etc. Yeast or fungus infections can occur in the groin. A dermatologist is best qualified to evaluate and treat you. In the meantime try a cortisone type cream or ointment to see if it helps.
