Could be vein: The mucosa in that are is really thin and it just might be a vein that you are looking at. But since it gives you some concern, you might want to have your dentist take a look.

No worries: There are many veinules under the tongue and the dot you're speaking of is seen often in normal exams. Keep your eye on it...if it gets larger or swollen have it looked at by your dentist
