My entire hand & forearm are swollen from a splinter i got 2days ago in my finger. the pain is severe & i can't use my hand at all. how do i treat it?

Go to Emergency Room: This sounds rapidly progressing and with severe pain you are at risk of what is called compartment syndrome secondary to infection of the of soft tissues. This could require surgery. I would go to the ER at once.
